Village of Republican City

 

The regular monthly meeting of the Board of Trustees was held on September 7, 2016, at 7:00 p.m. at the Fire Station with Trustees Crawford, Eddy and Orcutt present.  Clerk Waldo, Utility Supervisor Whetstine, Shirley Valentine, Pat Barg, Gary Barg, Ray Jones and Kelly Christensen were also present. Posted notices in three public places within the village.  Notice of meeting and agenda was given to Trustees in advance. As required by law Chairman Eddy, pointed out the copy of the Opens Meeting Act posted on the wall for public viewing and called the meeting to order.  Proceedings shown were taken while convened meeting was open to the public.

 

Motion by Orcutt, seconded by Crawford, to approve the minutes of the last meeting as published.   Voting Aye:  Crawford, Eddy and  Orcutt.  There were no votes against the motion.  Absent:  Einspahr and Hammond.  Motion carried. 

 

Motion by Orcutt, seconded by Crawford to pay the following bills:

Voting Aye:  Crawford, Eddy and  Orcutt.  There were no votes against the motion.  Absent:  Einspahr and Hammond.  Motion carried. 

 

RECEIPTS: State of NE, $5626.06;  TVPPD, $5139.06;  Harlan County Treasurer, $1710.94;  Building Permits, $10.00;  Ambulance Billing, $326.54;  Insurance refund, $1182.00;  Utility Billing, $9383.90;  Int Inc- CD, $36.15;  Int Inc- ckg, $55.49.

 

Treasurer’s report was read and approved.

 

No discussion was held on the playground equipment/ RV Park/ Shelter as no new information has been received.

 

Gary Barg was present to discuss an incident that happened with the dog, Buster, at 240 Truman.  Per Mr. Barg, he was approached in a vicious manner by Buster, while riding his bike in the street.  Motion by Orcutt, seconded by Crawford to deem Buster a Potentially Dangerous dog.  Voting Aye:  Crawford, Eddy and  Orcutt.  There were no votes against the motion.  Absent:  Einspahr and Hammond.  Motion carried.  Attorney Walker will send a letter to the dog owner notifying him of this action. 

 

2016-2017 Budget hearing was opened at 7:14 pm.  Budget was reviewed by the Board of Trustees.  No comments were heard from the public.  Motion by Orcutt, seconded by Crawford to transfer $2000.00 from the General fund to the Water fund to cover unexpected expenses due to a lightning strike and equipment malfunction.  Voting Aye:  Crawford, Eddy and  Orcutt.  There were no votes against the motion.  Absent:  Einspahr and Hammond.  Motion carried.   Motion by Orcutt, seconded by Crawford to close the 2016-2017 Budget Hearing at 7:24 p.m.  Voting Aye:  Crawford, Eddy and  Orcutt.  There were no votes against the motion.  Absent:  Einspahr and Hammond.  Motion carried.  Motion by Orcutt, seconded by Crawford to adopt Resolution 090716-1, setting the final tax request.  Voting Aye:  Crawford, Eddy and  Orcutt.  There were no votes against the motion.  Absent:  Einspahr and Hammond.  Motion carried.  Ordinance 293 was introduced by Chairman Eddy.  Ordinance 293 reads:  AN ORDINANCE TO ADOPT THE BUDGET STATEMENT TO BE TERMED THE ANNUAL APPROPRIATION BILL;  TO APPROPRIATE SUMS FOR NECESSARY EXPENSES AND LIABILITIES;  TO PROVIDE FOR AN EFFECTIVE DATE.  Motion by Crawford, seconded by Orcutt to suspend the rule requiring three separate readings of the ordinance.  Voting Aye:  Crawford, Eddy and Orcutt.  There were no votes against the motion.  Absent:  Einspahr and Hammond.  Motion carried.  Motion by Crawford, seconded by Orcutt to adopt Ordinance 293.  Voting Aye:  Crawford, Eddy and Orcutt.  There were no votes against the motion.  Absent:  Einspahr and Hammond.  Motion carried. 

 

Ordinance 294 was introduced by Chairman Eddy.  Ordinance 294 reads:  AN ORDINANCE OF THE VILLAGE OF REPUBLICAN CITY, NEBRASKA PROVIDING FOR THE SALE OF CERTAIN REAL PROPERTY AND TO PROVIDE AN EFFECTIVE DATE.  Motion by Orcutt, seconded by Crawford to suspend the rule requiring three separate readings of the ordinance.  Voting Aye:  Crawford, Eddy and  Orcutt.  There were no votes against the motion.  Absent:  Einspahr and Hammond.  Motion carried.  Motion by Orcutt, seconded by Crawford to adopt Ordinance 294.  Voting Aye:  Crawford, Eddy and Orcutt.  There were no votes against the motion.  Absent:  Einspahr and Hammond.  Motion carried. 

 

Motion by Orcutt, seconded by Crawford to pass Resolution 090716-2, to well the vacated area of Center Ave between 2nd and 3rd Street.  Voting Aye:  Crawford, Eddy and  Orcutt.  There were no votes against the motion.  Absent:  Einspahr and Hammond.  Motion carried. 

 

Motion by Orcutt, seconded by Crawford to approve the Republican City Volunteer Fire Department roster as presented.  Voting Aye:  Crawford, Eddy and  Orcutt.  There were no votes against the motion.  Absent:  Einspahr and Hammond.  Motion carried. 

 

Motion by Orcutt, seconded by Crawford to approve the building permit for 7 West Ave.  Voting Aye:  Crawford, Eddy and  Orcutt.  There were no votes against the motion.  Absent:  Einspahr and Hammond.  Motion carried. 

Motion by Orcutt, seconded by Crawford to deny the building permit for 221 Center Ave due to the property not owned by the permit applicant.  Voting Aye:  Crawford, Eddy and  Orcutt.  There were no votes against the motion.  Absent:  Einspahr and Hammond.  Motion carried.  Motion by Crawford, seconded by Orcutt to approve the building permit for 224 Truman.  Voting Aye:  Crawford, Eddy and  Orcutt.  There were no votes against the motion.  Absent:  Einspahr and Hammond.  Motion carried. 

 

Motion by Orcutt, seconded by Crawford to go into executive session at 7:27 pm to discuss rehiring of employees.  Voting Aye:  Crawford, Eddy and  Orcutt.  There were no votes against the motion.  Absent:  Einspahr and Hammond.  Motion carried.  Motion by Crawford, seconded by Orcutt to come out of executive session at 7:38 pm.  Voting Aye:  Crawford, Eddy and  Orcutt.  There were no votes against the motion.  Absent:  Einspahr and Hammond.  Motion carried.  Motion by Orcutt, seconded by Crawford to rehire Keith Whetstine and Melissa Waldo at their current salary/wage and insurance packages.  Voting Aye:  Crawford, Eddy and  Orcutt.  There were no votes against the motion.  Absent:  Einspahr and Hammond.  Motion carried. 

 

Discussion was held regarding weed nuisance at 240 Truman Ave.  Certified letter was sent July 29, 2016.  Property owner has indicated that the problem is being worked on, but has not been fully resolved.  Motion by Orcutt, seconded by Crawford to spray the ditch with weed killer.  Voting Aye:  Crawford, Eddy and  Orcutt.  There were no votes against the motion.  Absent:  Einspahr and Hammond.  Motion carried. 

Will discuss what further action can be taken with Attorney Walker. 

 

Motion by Orcutt, seconded by Crawford to adjourn at 7:50 p.m.

 

The next regular scheduled village board meeting will be held Monday, October 3, 2016 at 7:00 p.m. at the Fire Hall.  Meeting is open to the public and the public is encouraged to attend.
