The regular monthly meeting of the Board of Trustees was held on September 1, 2015, at 7:00 p.m. at the Fire Station with Trustees Crawford, Eddy, Einspahr, Hammond and Orcutt present.  Clerk Waldo, Utility Supervisor Whetstine, Shirley Valentine and Ray Jones were also present. Posted notices in three public places within the village.  Notice of meeting and agenda was given to Trustees in advance. As required by law Chairman Eddy, pointed out the copy of the Opens Meeting Act posted on the wall for public viewing and called the meeting to order.  Proceedings shown were taken while convened meeting was open to the public.

Motion by Hammond, seconded by Orcutt, to approve the minutes of the last meeting as published   Voting Aye:  Crawford, Eddy, Einspahr, Hammond and Orcutt.  There were no votes against the motion. Motion carried. 

Motion by Hammond, seconded by Crawford to pay the following bills:

Voting Aye:  Crawford, Eddy, Einspahr, Hammond and Orcutt.  There were no votes against the motion.  Motion carried.

Treasurer’s report was read and approved.

Motion by Crawford, seconded by Hammond to open the 2015-2016 Budget Hearing at 7:03 p.m.  Voting Aye:  Crawford, Eddy, Einspahr, Hammond and Orcutt.  There were no votes against the motion.  Motion carried.

Discussion was held regarding the 2015-2016 budget.  There were no comments or questions from the public.

Discussion was held regarding playground equipment/shelter house.  Advised there may be grants available through FEMA once the updated Quad County Mitigation Plan is adopted for a safe room that may be able to combine with shelter house. 

Road grader has been declared a total loss by the insurance company.  Discussion was held regarding process to purchase a used grader and any state statutes that may apply.  Clerk will research.

Motion by Hammond, seconded by Einspahr to close the 2015-2016 Budget Hearing at 7:30 p.m.  Voting Aye:  Crawford, Eddy, Einspahr, Hammond and Orcutt.  There were no votes against the motion.  Motion carried.

Motion by Einspahr, seconded by Crawford to adopt Resolution 090115-1, setting the final tax request.  Voting Aye:  Crawford, Eddy, Einspahr, Hammond and Orcutt.  There were no votes against the motion.  Motion carried.

Ordinance 289 was introduced by Chairman Eddy.  Ordinance 289 reads:  AN ORDINANCE TO ADOPT THE BUDGET STATEMENT TO BE TERMED THE ANNUAL APPROPRIATION BILL;  TO APPROPRIATE SUMS FOR NECESSARY EXPENSES AND LIABILITIES;  TO PROVIDE FOR AN EFFECTIVE DATE.  Motion by Hammond, seconded by Orcutt to suspend the rule requiring three separate readings of the ordinance.  Voting Aye: Crawford, Eddy, Hammond, Orcutt and Einspahr.  There were no votes against the motion.  Motion carried.  Motion by Hammond, seconded by Einspahr to adopt Ordinance 289.  Voting Aye: Crawford, Eddy, Hammond, Orcutt and Einspahr.  There were no votes against the motion.  Motion carried.

Motion by Orcutt, seconded by Crawford to approve the current RCVFD roster.  Voting Aye: Crawford, Eddy, Hammond, Orcutt and Einspahr.  There were no votes against the motion.  Motion carried.

Motion by Orcutt, seconded by Crawford to deny the building permit for 236 McPherson because the width of the structure does not meet the minimum width set forth in the Zoning Regulations.  Voting Aye: Crawford, Eddy, Hammond, Orcutt and Einspahr.  There were no votes against the motion.  Motion carried.

Motion by Orcutt, seconded by Hammond to approve the building permit for 214 McPherson subject to the property owner returning the signed building permit form and payment of fee.  Voting Aye: Crawford, Eddy, Hammond, Orcutt and Einspahr.  There were no votes against the motion.  Motion carried.

Motion by Einspahr, seconded by Orcutt to approve the building permit for 109 E. 3rd Street, subject to the structure being moved 4’ 6” to the west.  Voting Aye: Crawford, Eddy, Hammond, Orcutt and Einspahr.  There were no votes against the motion.  Motion carried.

Motion by Hammond, seconded by Crawford to go into executive session at 7:59 p.m. to discuss personnel issues.  Voting Aye: Crawford, Eddy, Hammond, Orcutt and Einspahr.  There were no votes against the motion.  Motion carried.  Motion by Hammond, seconded by Einspahr to come out of executive session at 8:14 p.m.  Motion by Crawford, seconded by Orcutt to rehire Keith Whetstine and Missy Waldo.  Both employees will continue current weeks of vacation and insurance coverage.  Keith Whetstine will receive a 2% increase in his monthly salary and Missy Waldo will receive a $0.25 increase in her hourly wage.  Voting Aye: Crawford, Eddy, Hammond, Orcutt and Einspahr.  There were no votes against the motion.  Motion carried.

Discussion was held regarding nuisance properties including multiple campers on one lot, residing in campers, tall grass/weeds and boats parked on sidewalks.  Question was raised how lawsuit is coming on property at 101 Berrigan Road to recoup costs of clean up.  Clerk will check with attorney.

Request was received from Waconda Boats to cut into curb of the parking lot on the southeast side.  Will review requirements per Zoning and Basic code book and discuss further at October meeting.

Motion by Einsphar, seconded by Crawford to change meeting time of October 5, 2015 meeting to 7:30 p.m.

Motion byEinspahr, seconded by Orcutt to adjourn at 8:27 p.m.

The next regular scheduled village board meeting will be held Monday, October 5, 2015 at 7:30 p.m. at the Fire Hall.  Meeting is open to the public and the public is encouraged to attend.
