October 5, 2015 minutes

 

The regular monthly meeting of the Board of Trustees was held on October 5, 2015, at 7:30 p.m. at the Fire Station with Trustees Eddy, Einspahr and Orcutt present.  Clerk Waldo, Utility Supervisor Whetstine, John Cyrus and Shirley Valentine were also present. Posted notices in three public places within the village.  Notice of meeting and agenda was given to Trustees in advance. As required by law Chairman Eddy, pointed out the copy of the Opens Meeting Act posted on the wall for public viewing and called the meeting to order.  Proceedings shown were taken while convened meeting was open to the public.

 

Motion by Orcutt, seconded by Einspahr, to approve the minutes of the last meeting as published   Voting Aye:  Eddy, Einspahr and Orcutt.  There were no votes against the motion. Absent:  Crawford and Hammond.  Motion carried. 

 

Motion by Einspahr, seconded by Orcutt to pay the following bills:

Voting Aye:  Eddy, Einspahr and Orcutt.  There were no votes against the motion. Absent:  Crawford and Hammond.  Motion carried. 

 

RECEIPTS: Harlan County Treasurer, $7057.79;  Building Permits, $20.00;  TVPPD, $6137.17;  State of NE, $6057.60;  Customer Receipts, $10,374.14;  Int Inc- CD, $47.39;  Int Inc- ckg, $34.40.

 

Treasurer’s report was read and approved.

 

Motion by Orcutt, seconded by Einspahr to approve the building permit for 109 E. 3rd Street.  Voting Aye:  Eddy, Einspahr and Orcutt.  There were no votes against the motion. Absent:  Crawford and Hammond.  Motion carried. 

Discussion was held regarding building permit for 111 W. 3rd Street.  Permit approved at September 2015 meeting with requirement to move building 4’ 6” to the west.  After review of the building set backs in the commercial zone, it was determined that the building could be placed as originally requested.  Motion by Einspahr, seconded by Orcutt to approve the building permit without stipulation.  Voting Aye:  Eddy, Einspahr and Orcutt.  There were no votes against the motion. Absent:  Crawford and Hammond.  Motion carried.  Ordinance will be prepared and reviewed for next meeting to have same set backs for Commercial and Residential zones.

 

Discussion was held regarding cutting into the curb at Waconda Boats for a driveway.  Nebraska Basic Code book was reviewed.  Motion by Orcutt, seconded by Einspahr to allow Waconda Boats to cut into the curb for a driveway at their expense.  Voting Aye:  Eddy, Einspahr and Orcutt.  There were no votes against the motion. Absent:  Crawford and Hammond.  Motion carried. 

 

Catalogs were reviewed regarding playground equipment/shelter house.  No further action was taken.

 

Discussion was held regarding lien placement and suit filed regarding 101 Berrigan Road to recoup legal fees, inspection and demolition fees.  Advised it appears that suit was not filed and will verify that lien was placed.

 

Achtenberg Electric has been contacted for quote to wire light poles for Christmas decorations.   Clerk will contact Alma to see what they are doing with old decorations.  Lightening hit the VFD control at the new well.  Waggoner Insurance is filing a claim.

 

Discussion was held regarding grader.  Keith spoke with the Caterpillar salesman regarding what they had available.  Clerk will prepare a request for proposals for a used grader, no limitations on hours or year, and have published in the Harlan County Journal per state statute.

 

Motion by Einspahr, seconded by Orcutt to adjourn at 8:09 p.m.

 

The next regular scheduled village board meeting will be held Monday, November 2, 2015 at 7:00 p.m. at the Fire Hall.  Meeting is open to the public and the public is encouraged to attend.
