November 2, 2015 minutes

 

 

The regular monthly meeting of the Board of Trustees was held on November 2, 2015, at 7:00 p.m. at the Fire Station with Trustees Crawford, Einspahr, Hammond and Orcutt present.  Clerk Waldo, Utility Supervisor Whetstine, Ray Jones, Shirley Valentine, Kelly Christensen and John Cyrus were also present. Posted notices in three public places within the village.  Notice of meeting and agenda was given to Trustees in advance. As required by law, Acting Chairperson Hammond pointed out the copy of the Opens Meeting Act posted on the wall for public viewing and called the meeting to order.  Proceedings shown were taken while convened meeting was open to the public.

 

Motion by Orcutt, seconded by Crawford, to approve the minutes of the last meeting as published   Voting Aye:  Crawford, Hammond and Orcutt.  There were no votes against the motion.  Absent:  Eddy and Einspahr.   Motion carried. 

 

Motion by Orcutt, seconded by Crawford to pay the following bills:

Voting Aye:  Crawford, Hammond and Orcutt.  There were no votes against the motion.  Absent: Eddy and Einspahr.   Motion carried.

Treasurer’s report was read and approved.

 

Trustee Einsphar entered the meeting.

 

2014-2015 Annual Treasurer’s Report was reviewed.  Motion by Orcutt, seconded by Crawford to approve the 2014-2015 Annual Treasurer’s Report.  Voting Aye:  Crawford, Einspahr, Hammond and Orcutt.  There were no votes against the motion.  Absent: Eddy.   Motion carried.

 

Engagement letter from Contryman Associates to perform the annual audit for $7,200.00 was reviewed.  Motion by Crawford, seconded by Orcutt to approve the engagement letter from Contryman Associates to perform the annual audit for $7,200.00.  Voting Aye:  Crawford, Einspahr, Hammond and Orcutt.  There were no votes against the motion.  Absent: Eddy.   Motion carried.

 

Discussion was held regarding the vandalized grader.  Cash value of grader is $5000.00.  The deductible is $500.00, so insurance company payout is $4500.00.  If we would like to keep the grader, we would deduct an additional $500.00. Tractor Salvage has offered $2500.00 for old grader.  Motion by Einspahr, seconded by Orcutt to keep the grader and sell to Tractor Salvage for $2500.00.  Voting Aye:  Crawford, Einspahr, Hammond and Orcutt.  There were no votes against the motion.  Absent: Eddy.   Motion carried.  The county’s old grader is being traded in and the dealer has priced it at $65,000.00.  Keith has discussed the status with the county and grader has a rebuilt engine and transmission.  Motion by Crawford, seconded by Orcutt to purchase the county’s old grader from the dealer, price to be negotiated, but no more than $65,000.00.  Voting Aye:  Crawford, Einspahr, Hammond and Orcutt.  There were no votes against the motion.  Absent: Eddy.   Motion carried.

 

Motion by Einspahr, seconded by Crawford to approve the building permit for 301 McPherson.  Voting Aye:  Crawford, Einspahr, Hammond and Orcutt.  There were no votes against the motion.  Absent: Eddy.   Motion carried.  Motion by Crawford, seconded by Einspahr to approve the building permit for 305 McPherson.  Voting Aye:  Crawford, Einspahr, Hammond and Orcutt.  There were no votes against the motion.  Absent: Eddy.   Motion carried.  Motion by Einspahr, seconded by Crawford to approve the building permit for 301 Truman Ave.  Voting Aye:  Crawford, Einspahr and Hammond.  There were no votes against the motion. Abstain:  Orcutt.  Absent: Eddy.   Motion carried.

 

Discussion was held regarding changing the commercial setbacks to match the residential setbacks.  Steps needed included meeting by Planning Commission, public hearing and multiple notices.  No further action  was taken.

 

Motion by Orcutt, seconded by Crawford to approve Dillon Blank as a member of the Republican City Volunteer Fire Department.  Voting Aye:  Crawford, Einspahr, Hammond and Orcutt.  There were no votes against the motion.  Absent: Eddy.   Motion carried.

 

Discussion was held regarding the contract for solid waste collection.  Current contract with Reed Disposal terminates on March 31, 2016.  Motion by Orcutt, seconded by Einspahr to request bids for solid waste collection.  Voting Aye:  Crawford, Einspahr, Hammond and Orcutt.  There were no votes against the motion.  Absent: Eddy.   Motion carried.

 

Reviewed bid from Holdrege Electric to install Christmas light outlets on 10 light poles.  No action taken at this time.  Will review cost of decorations and waiting on another bid.

 

Discussion was held regarding the playground/ shelter house.  Trustee Einsphar has been in contact with a representative that would like to come to a meeting to discuss.  Will be on December agenda. 

 

Discussion was held regarding recouping costs incurred with demolition of nuisance at 101 Berrigan Road.  Per Attorney Walker and per our code book, the village can either place a lien on the property or file in district court.  A lien has been placed previously. 

 

Motion by Orcutt, seconded by Einspahr to adjourn at 7:41 p.m.

 

The next regular scheduled village board meeting will be held Monday, December 7, 2015 at 7:00 p.m. at the Fire Hall.  Meeting is open to the public and the public is encouraged to attend.
