Village of Republican City

 

The regular monthly meeting of the Board of Trustees was held on November 7, 2016, at 5:30 p.m. at the Fire Station with Trustees Crawford, Eddy, Einspahr, Hammond and Orcutt present.  Clerk Waldo, Utility Supervisor Whetstine, Shirley Valentine and Gary Steele with Miller & Associates were also present. Posted notices in three public places within the village.  Notice of meeting and agenda was given to Trustees in advance. As required by law Chairman Eddy, pointed out the copy of the Opens Meeting Act posted on the wall for public viewing and called the meeting to order.  Proceedings shown were taken while convened meeting was open to the public.

 

Motion by Einspahr, seconded by Crawford, to approve the minutes of the last meeting as published   Voting Aye:  Crawford, Eddy, Einspahr and Orcutt.  There were no votes against the motion. Absent:  Hammond.  Motion carried. 

 

Motion by Orcutt, seconded by Einspahr to pay the following bills:

Voting Aye:  Crawford, Eddy, Einspahr and Orcutt.  There were no votes against the motion.  Absent:  Hammond.  Motion carried.

 

RECEIPTS: Flea Market receipts, $160.00;  State of NE, $5592.16;  Harlan County Treasurer, $3142.29;  TVPPD, $4314.47;  Liquor License receipts, $1200.00;  Customer Receipts, $12,003.99;  Int Inc- CD, $210.67;  Int Inc- ckg, $45.50.

 

Treasurer’s report was read and approved.

 

One and Six Year Street Hearing was opened at 5:40 pm.  Gary Steele with Miller and Associates was present to discuss and answer questions.  No comments were made by the public. 

 

Ordinance 295 was introduced by Chairman Eddy.  Ordinance 295 reads:  AN ORDINANCE OF THE VILLAGE OF REPUBLICAN CITY, NEBRASKA PROVIDING FOR THE SALE OF CERTAIN REAL PROPERTY DESCRIBED AS VACATED CENTER AVENUE BETWEEN BLOCKS FOURTEEN AND NIN, ORIGINAL TOWN OF REPUBLICAN CITY,NEBRASKA,  AND TO PROVIDE AN EFFECTIVE DATE.  Motion by Orcutt, seconded by Crawford to suspend the rule requiring three separate readings of the ordinance.  Voting Aye:  Crawford, Eddy, Einspahr and  Orcutt.  There were no votes against the motion.  Absent: Hammond.  Motion carried.  Motion by Crawford, seconded by Einspahr to adopt Ordinance 295.  Voting Aye:  Crawford, Eddy, Einspahr and Orcutt.  There were no votes against the motion.  Absent: Hammond.  Motion carried. 

 

Trustee Hammond entered the meeting.

 

Motion by Orcutt, seconded by Einspahr to reinstate Michael McConnell as a member of the Republican City Volunteer Fire Department.  Voting Aye:  Crawford, Eddy, Einspahr, Hammond and Orcutt.  There were no votes against the motion.  Motion carried. 

 

NDEQ grants available to study sewer mains.  Property owner at SHA, Lot 3 and Tract 1 of  Lot 4 is asking to put in a culvert that is 15” instead of the required 18”.  Due to depth of the ditch, a large amount of digging on each side of the culvert .  Motion by Einspahr, seconded Crawford to allow a 15” culvert with the condition that if the 15” inch culvert is not big enough, the property owner will have to replace at his expense.  Voting Aye:  Crawford, Eddy, Einspahr, Hammond and Orcutt.  There were no votes against the motion.  Motion carried. 

 

Children have been climbing on the theater roof via trees.  Letters will be sent to the parents of the children.  A claim has been filed due to water leaks in the south end of the theater.  An adjuster has inspected, but we have not received an approval or denial.

 

Motion by Crawford, seconded by Einspahr to close the One and Six Year Street Hearing at 5:50 pm.  Voting Aye:  Crawford, Eddy, Einspahr, Hammond and Orcutt.  There were no votes against the motion.  Motion carried.  Motion by Orcutt, seconded by Crawford to pass Resolution 110716-2, approving ongoing maintenance for the One and Six year street plan.  Voting Aye:  Crawford, Eddy, Einspahr, Hammond and Orcutt.  There were no votes against the motion. Motion carried.

 

Annual Treasurer’s report was presented.  Motion by Orcutt, seconded by Einspahr to approve the 2015-2016 Annual Treasurer’s report.  Voting Aye:  Crawford, Eddy, Einspahr, Hammond and Orcutt.  There were no votes against the motion.  Motion carried. 

 

Resolution 110716-1 was presented to put for sale Southern Horizons Addition, Lot 10.  Discussion was held regarding the intended use of the property.  No further action was taken due to lack of motion to approve the resolution.

 

Motion by Hammond, seconded by Crawford to adjourn at 5:59 p.m.

 

The next regular scheduled village board meeting will be held Monday, December 5, 2016 at 7:00 p.m. at the Fire Hall.  Meeting is open to the public and the public is encouraged to attend.
