Village of Republican City

The regular monthly meeting of the Board of Trustees was held on May 6, 2015, at 7:00 p.m. at the Fire Station with Trustees Crawford, Eddy, Einspahr and Orcutt present.  Clerk Waldo, Utility Supervisor Whetstine, Jami Hall, Dennis Hall, Shirley Valentine and Ray Jones were also present. Posted notices in three public places within the village.  Notice of meeting and agenda was given to Trustees in advance. As required by law Chairman Eddy, pointed out the copy of the Opens Meeting Act posted on the wall for public viewing and called the meeting to order.  Proceedings shown were taken while convened meeting was open to the public.

Motion by Einspahr, seconded by Crawford, to approve the minutes of the last meeting as published   Voting Aye:  Crawford, Eddy and Einspahr.  There were no votes against the motion. Absent:  Hammond and Orcutt.  Motion carried. 

Motion by Einspahr, seconded by Crawford to pay the following bills:

Treasurer’s report was read and approved.

Jami Hall was present to request that a nuisance letter be sent to the property owners of 236 Atkinson Avenue due to overgrown vegetation on the south side of property, along the fence.  Pictures of said property were reviewed.  Nuisance abatement process will be started due to overgrown vegetation on the north side of fence between 236 Atkinson Avenue and 238 Atkinson Avenue.  Question was raised whether the fence was on the property line.  Keith will measure and determine how much, if any, of the land north of the fence belongs to the property owner at 238 Atkinson.

Motion by Crawford, seconded by Einspahr to approve the building permit for 9 Pioneer Drive.  Voting Aye:  Crawford, Eddy and Einspahr.  There were no votes against the motion. Absent:  Hammond and Orcutt.  Motion carried.  Motion by Crawford, seconded by Einspahr to approve the building permit for 9 Hwy 136.  Voting Aye:  Crawford, Eddy and Einspahr.  There were no votes against the motion. Absent:  Hammond and Orcutt.  Motion carried.  Motion by Einspahr, seconded by Crawford to approve the building permit for 104 West Avenue.  Voting Aye:  Crawford, Eddy and Einspahr.  There were no votes against the motion. Absent:  Hammond and Orcutt.  Motion carried.  Motion by Einspahr, seconded by Crawford to approve the amended building permit for 12 Norris Avenue.  Voting Aye:  Crawford, Eddy and Einspahr.  There were no votes against the motion. Absent:  Hammond and Orcutt.  Motion carried.  Building permit for 4 Berrigan Road will be considered at the June meeting.

Discussion was held regarding playground equipment and shelter house.  Clerk will contact Miller & Associates to request an estimate to find/write grants for new playground equipment and shelter house.  Repairing the playground equipment, border and surface was also discussed.

Ray Jones was present to discuss the speed bumps on Truman Avenue and asked why they were on Truman Avenue all year.  Mr. Jones was advised that the speed bumps are rotated between Truman, McPherson and West Ave.  Question was raised regarding style of speed bump.  Advised this style was chosen because it is removable and easily moved to different streets.  Speed bumps are removed and stored after Labor Day. Mr. Jones asked if the board would consider a legal petition to remove the speed bumps.  A petition would be considered by the board.

Motion by Einspahr, seconded by Crawford to change June meeting from Wednesday, June 3, 2015 to Monday, June 1, 2015 due to a schedule conflict.  Voting Aye:  Crawford, Eddy and Einspahr.  There were no votes against the motion. Absent:  Hammond and Orcutt.  Motion carried.  An Ordinance will be presented at the next meeting to repeal Ordinance 280.

Motion by Einspahr, seconded by Crawford to adjourn at 7:37 p.m.

The next regular scheduled village board meeting will be held Monday, June 1, 2015 at 7:00 p.m. at the Fire Hall.  Meeting is open to the public and the public is encouraged to attend.
