Village of Republican City

 

The regular monthly meeting of the Board of Trustees was held on March 7, 2016, at 7:00 p.m. at the Fire Station with Trustees Crawford, Eddy and Hammond present.  Clerk Waldo, Utility Supervisor Whetstine, John Cyrus, Ray Jones, Vera Losey, Shirley Valentine, Nancy Wolff, Kendra Graff, Ron Latter, Rosie Boudreau and Linda Lewton were also present. Posted notices in three public places within the village.  Notice of meeting and agenda was given to Trustees in advance. As required by law Chairman Eddy, pointed out the copy of the Opens Meeting Act posted on the wall for public viewing and called the meeting to order.  Proceedings shown were taken while convened meeting was open to the public.

 

Motion by Hammond, seconded by Crawford, to approve the minutes of the last meeting as published   Voting Aye:  Crawford, Eddy and Hammond.  There were no votes against the motion.  Absent:  Einspahr and Orcutt.  Motion carried. 

 

Motion by Hammond, seconded by Crawford to pay the following bills:

Voting Aye:  Crawford, Eddy and Hammond.  There were no votes against the motion.  Absent:  Einspahr and Orcutt.  Motion carried. 

 

RECEIPTS:  State of NE, $5101.29;  Harlan County Treasurer, $3860.01;  TVPPD, $4342.23;  Building Permits, $10.00;  Customer Receipts, $10,468.62;  Int Inc- CD, $32.13;  Int Inc- ckg, $47.56.

 

Treasurer’s report was read and approved.

 

Nancy Wolff and Kendra Graff with Harlan County Health System Foundation provided a presentation on the Foundation’s Capital Campaign to build a new clinic.  Request was made for a Resolution to be passed in support of a new medical clinic.  Resolution will be discussed at next meeting.

 

Draft copy of audit from Contryman Associates was reviewed.  One item of concern was was transferring of CD’s from one fund to another without approval until the Budget was reviewed.  In the future, the transferring of  CD’s will require approval before the budget approval process.  Motion by Crawford, seconded by Hammond to approve the draft copy of the audit.  Voting Aye:  Crawford, Eddy and Hammond.  There were no votes against the motion.  Absent:  Einspahr and Orcutt.  Motion carried. 

 

Discussion was held regarding requiring every resident to have trash service and who would do the billing.  Comments were heard from the public.  Motion by Hammond, seconded by Crawford to not require mandatory garbage and to have South Central Sanitation do the billing.  Voting Aye:  Crawford, Eddy and Hammond.  There were no votes against the motion.  Absent:  Einspahr and Orcutt.  Motion carried. 

 

Motion by Hammond, seconded by Crawford to approve Resolution 030716-1, giving the Chairman the ability to sign the Trash Removal contract with South Central Sanitation.  Voting Aye:  Crawford, Eddy and Hammond.  There were no votes against the motion.  Absent:  Einspahr and Orcutt.  Motion carried. 

 

Discussion was held regarding a request to allow chickens in the village.  After an earlier discussion with Doug Walker, the zoning regulations would have to be changed in order to allow chickens.  A conditional use permit would not be the correct procedure in this situation.  No further action was taken.

 

Ordinance 291 was read by title:  AN ORDINANCE OF THE VILLAGE OF REPUBLICAN CITY, NEBRASKA PERTAINING TO REGULATIONS TO FACILITATE SNOW REMOVAL;  PROVIDING FOR THE REPEAL OF ANY ORDINANCE OR PART OF ORDINANCE IN CONFLICT HEREWITH;  AND PROVIDING FOR THE EFFECTIVE DATE HEREOF.  Motion by Hammond, seconded by Crawford to suspend the rule requiring 3 separate readings of this Ordinance. Voting Aye:  Crawford, Eddy and Hammond.  There were no votes against the motion. Absent:  Einspahr and Orcutt.  Motion carried.  Motion by Hammond, seconded by Crawford to approve Ordinance 291.  Voting Aye:  Crawford, Eddy and Hammond.  There were no votes against the motion.  Absent:  Einspahr and Orcutt.  Motion carried. 

 

Motion by Hammond, seconded by Crawford to purchase tire chains for the grader.  Voting Aye:  Crawford, Eddy and Hammond.  There were no votes against the motion.  Absent:  Einspahr and Orcutt.  Motion carried. 

 

Discussion was held regarding the proposed RV park, shelter house and playground.  Comments were heard from the public.  Keith will do more measuring and review current water/wastewater line locations.

 

Motion by Hammond, seconded by Crawford to approve the building permit at 221 McPherson Ave.  Voting Aye:  Crawford, Eddy and Hammond.  There were no votes against the motion.  Absent:  Einspahr and Orcutt.  Motion carried. 

 

Discussion was held regarding request by property owner at 101 3rd Street.  Motion by Hammond, seconded by Crawford to table the discussion until we have more information regarding sale prices/ sq. foot of past land sales.  Voting Aye:  Crawford, Eddy and Hammond.  There were no votes against the motion.  Absent:  Einspahr and Orcutt.  Motion carried. 

 

Easter Egg Hunt will be March 26, 2016 at 1:30 pm.  Participants will meet at the Legion Hall with refreshments, Fire truck rides, bouncy house and photo booth following at the Fire Hall.

 

Motion by Hammond, seconded by Crawford to adjourn at 8:04 p.m.

 

The next regular scheduled village board meeting will be held Monday, April 4, 2016 at 7:00 p.m. at the Fire Hall.  Meeting is open to the public and the public is encouraged to attend.
