Village of Republican City

 

The regular monthly meeting of the Board of Trustees was held on March 2, 2015, at 7:00 p.m. at the Fire Station with Trustees Eddy, Einspahr, Hammond and Orcutt present.  Clerk Waldo, Utility Supervisor Whetstine, Shirley Valentine and Jim Hartman were also present. Posted notices in three public places within the village.  Notice of meeting and agenda was given to Trustees in advance. As required by law Chairman Eddy, pointed out the copy of the Opens Meeting Act posted on the wall for public viewing and called the meeting to order.  Proceedings shown were taken while convened meeting was open to the public.

Motion by Hammond, seconded by Orcutt, to approve the minutes of the last meeting as presented.   Voting Aye:  Eddy, Einspahr, Hammond and Orcutt.  There were no votes against the motion. Absent:  Crawford.  Motion carried. 

Motion by Hammond, seconded by Orcutt to pay the following bills:

GENERAL:  NE Dept of Rev, $547.57;  United Healthcare, $448.64;  Verizon, $116.73;  IRS, 113.12;  NE Dept. of Rev., $538.26;  CHS Agri-Service, $298.31;  Harlan County Journal, $100.79;  Presto X, $54.00;  Source Gas, $574.28;  One Call Concepts, $1.61;  Menards, $354.14;  TVPPD, $773.34;  Office Solutions, $44.90;  Frontier, $108.84;  Jeff’s Electric, $1561.15;  Payroll, $496.94;  Island, $41.09.

Voting Aye:  Eddy, Einspahr, Hammond and Orcutt.  There were no votes against the motion.  Absent:  Crawford.   Motion carried.

RECEIPTS:  Customer Receipts, $9633.22;  Harlan County Treasurer, $3889.15;  State of NE, $5205.57;  FEMA/NEMA, $9305.91;  TVPPD, $4309.87;  Int Inc- CD, $32.13;  Int Inc- ckg, $26.09.

Treasurer’s report was read and approved.

Discussion was held regarding including the condition that if the property is not built on within 18 months, the property returns to the village in the sale of Southern Horizons lots.  The condition to build within 12 months or property is returned to the village was included in sales prior to the implementation of the current rebate program.  Condition will be added in future sales. 

Motion by Hammond, seconded by Einspahr to pass Resolution 030215-1, sale of Southern Horizons, Lot 6 to Dan and Josie Rucci Kelly for $4,995.00.  Voting Aye:  Eddy, Einspahr, Hammond and Orcutt.  There were no votes against the motion.  Absent:  Crawford.   Motion carried.  Complete copy of the Resolution is available at the Clerk’s office.

Motion by Hammond, seconded by Einspahr to pass Resolution 030215-2, sale of Southern Horizons, Lot 7 to Dan and Josie Rucci Kelly for $4,995.00.  Voting Aye:  Eddy, Einspahr, Hammond and Orcutt.  There were no votes against the motion.  Absent:  Crawford.   Motion carried.  Complete copy of the Resolution is available at the Clerk’s office.

Motion by Hammond, seconded by Orcutt to allow Jim Hartman to sell fireworks from June 24, 2015 to midnight, July 5, 2015 at 22 Circle Drive, subject to all state laws and statutes.  Voting Aye:  Eddy, Einspahr, Hammond and Orcutt.  There were no votes against the motion.  Absent:  Crawford.   Motion carried. 

Discussion was held regarding the requirements for living space if a person purchased an empty lot next door to their house and wanted to add on living space and a garage.  It was determined that there must be actual living space added on, that crosses the property line and not just a garage on the second lot.  Rebate would not apply unless all conditions were met, including minimum living space.

Question was raised as to when the school bell would be placed.  Waiting for the stand for the bell to be completed.  Windows are broken out at trailer at 221 Center.  Will send nuisance letter.

Motion by Einspahr, seconded by Hammond to adjourn at 7:30 p.m.

The next regular scheduled village board meeting will be held Monday, April 6, 2015 at 7:30 p.m. at the Fire Hall.  Meeting is open to the public and the public is encouraged to attend.
