Village of Republican City

The regular monthly meeting of the Board of Trustees was held on June 1, 2015, at 7:17 p.m. at the Fire Station with Trustees Eddy, Hammond and Orcutt present.  Clerk Waldo, Utility Supervisor Whetstine, Shirley Valentine and Ray Jones were also present. Posted notices in three public places within the village.  Notice of meeting and agenda was given to Trustees in advance. As required by law Chairman Eddy, pointed out the copy of the Opens Meeting Act posted on the wall for public viewing and called the meeting to order.  Proceedings shown were taken while convened meeting was open to the public.

Motion by Orcutt, seconded by Hammond, to approve the minutes of the last meeting as published   Voting Aye:  Eddy, Hammond and Orcutt.  There were no votes against the motion. Absent:  Crawford and Einspahr.  Motion carried. 

Motion by Hammond, seconded by Orcutt to pay the following bills:

Voting Aye:  Eddy, Hammond and Orcutt.  There were no votes against the motion. Absent:  Crawford and Einspahr.  Motion carried. 

RECEIPTS:  Utility Billing, $9126.23;  State of NE, $4577.02;  Harlan County Treasurer, $12,770.30;  TVPPD, $3137.00; Building Permits, $40.00;  Ambulance Billing, $397.51;  Int Inc- CD, $280.73;  Int Inc- ckg, $31.92,

Treasurer’s report was read and approved.

Discussion was held regarding the request for additional speed bumps.  Comments were heard from the public.  Motion by Hammond, seconded by Orcutt to purchase speed bump sets and signs for Truman, West, Atkinson and Norris.  Voting Aye:  Eddy, Hammond and Orcutt.  There were no votes against the motion. Absent:  Crawford and Einspahr.  Motion carried.  Current set will be placed on McPherson. 

 

Discussion was held regarding grants for playground equipment/shelter house.  Spoke with Miller & Associates and they recommended applying for a Peter Kiewit Foundation grant or taking advantage of sales from playground equipment companies in the spring.  Other grants are available, but the time and expense to apply are not worth the small grants available. 

 

Ordinance 288 was introduced by Chairman Eddy and read by title:  AN ORDINANCE OF THE VILLAGE REPUBLICAN CITY, NEBRASKA ESTABLISHING THE REGULAR MONTHLY MEETINGS OF THE REPUBLICAN CITY BOARD OF TRUSTEES;  REPEALING ALL PRIOR ORDINANCES IN CONFLICT WITH THIS ORDINANCE;  AND TO PROVIDER FOR AN EFFECTIVE DATE.  Motion by Hammond, seconded by Orcutt  to suspend the rule requiring 3 separate readings of this Ordinance.  Voting Aye:  Eddy, Hammond and Orcutt.  There were no votes against the motion.  Absent:  Crawford and Einspahr.  Motion carried.  Motion by Hammond, seconded by Orcutt to approve Ordinance 288.  Voting Aye:  Eddy, Hammond and Orcutt.  There were no votes against the motion.  Absent:  Crawford and Einspahr.  Motion carried. 

 

Motion by Orcutt, seconded Hammond to approve the building and fence permit for 238 McPherson.  Voting Aye:  Eddy, Hammond and Orcutt.  There were no votes against the motion.  Absent:  Crawford and Einspahr.  Motion carried.  Building permit for 4 Berrigan Road will be considered at the July 2015 meeting.

 

Southern Horizons, Lots 3-5 have been resurveyed into two lots.  One lot will be 3 and ½ of 4, second lot will be 5 and ½ of 4.  Prices adjusted to reflect resurveying.  Discussion was held regarding spraying gravel streets to reduce dust.  Keith has been in contact with City of Franklin to see if they would be interested in spraying our streets.  Additional gravel will be purchased for streets.  Keith will contact City of Alma to see if they would sweep street gutters.

 

Quad County Hazard Mitigation meeting will be held on June 4, 2015 in Oxford.  Chairman Eddy will attend as the representative from Republican City.  Six nuisance letters have been sent for tall grass/weeds.  Nuisance at 236/238 McPherson has been remedied. Discussion was held regarding sidewalk repairs on Center.  Letter will be sent to property owner with cost/share program information.

 

Property owner at 240 Truman has complained that water is backing up in ditch on south side of property.  Culvert is too small to allow drainage.  Owner has been told in the past that it is his responsibility to replace the culvert.

 

Motion by Hammond, seconded by Orcutt to adjourn at 8:09 p.m.

 

The next regular scheduled village board meeting will be held Monday, July 6, 2015 at 7:00 p.m. at the Fire Hall.  Meeting is open to the public and the public is encouraged to attend.
