Village of Republican City

 

The regular monthly meeting of the Board of Trustees was held on July 11, 2016, at 6:42 p.m. at the Fire Station with Trustees Eddy, Einspahr and Orcutt present.  Clerk Waldo, Utility Supervisor Whetstine and Shirley Valentine were also present. Posted notices in three public places within the village.  Notice of meeting and agenda was given to Trustees in advance. As required by law Chairman Eddy, pointed out the copy of the Opens Meeting Act posted on the wall for public viewing and called the meeting to order.  Proceedings shown were taken while convened meeting was open to the public.

Motion by Einspahr, seconded by Orcutt, to approve the minutes of the last meeting as published   Voting Aye:  Eddy, Einspahr and Orcutt.  There were no votes against the motion. Absent:  Crawford and Hammond.  Motion carried. 

Motion by Orcutt, seconded by Einspahr to pay the following bills:

GENERAL: State of NE, $571.52;  Verizon, $111.90;  UHC, $490.52;  IRS, $170.54;  Frontier, $109.56;  Platte Valley Comm., $20.24;  TVPPD, $151.52;  Presto X, $55.62;  Waggoner Ins., $432.50;  Harlan County Journal, $46.38;  USPS, $47.00;  Payroll, $667.67;  Source Gas, $73.96;  One Call Concepts, $1.89;  Island, $62.88.

STREET:  TVPPD, $1366.74;  Island, $62.89.

Voting Aye:  Eddy, Einspahr and Orcutt.  There were no votes against the motion. Absent:  Crawford and Hammond.  Motion carried. 

RECEIPTS: Ambulance income, $1035.50;  State of NE, $7299.44;  Building Permits, $30.00;  Harlan County Treasurer, $7586.96;  TVPPD, $2799.91;  Utility Billing, $15,179.39;  Int Inc- ckg, $48.19.

Treasurer’s report was read and approved.

One Street repair proposal was received.  Proposal from Tri State Paving, for $28,900.00  was reviewed.  Motion by Orcutt, seconded by Einspahr to accept the proposal for street repairs from Tri State Paving, in the amount of $28, 900.00.  Voting Aye:  Eddy, Einspahr and Orcutt.  There were no votes against the motion. Absent:  Crawford and Hammond.  Motion carried. 

Motion by Einspahr, seconded by Orcutt to approve the building permit for 219 Center Ave.  Voting Aye:  Eddy, Einspahr and Orcutt.  There were no votes against the motion. Absent:  Crawford and Hammond.  Motion carried. 

Motion by Orcutt, seconded by Einspahr to approve the building permit for 2 West Ave.  Voting Aye:  Eddy, Einspahr and Orcutt.  There were no votes against the motion. Absent:  Crawford and Hammond.  Motion carried. 

Motion by Einspahr, seconded by Orcutt to approve the building permit for 103 East  3rd.  Voting Aye:  Eddy, Einspahr and Orcutt.  There were no votes against the motion. Absent:  Crawford and Hammond.  Motion carried. 

Motion by Orcutt, seconded by Einspahr to approve the building permit for 201 East 4th.  Voting Aye:  Eddy, Einspahr and Orcutt.  There were no votes against the motion. Absent:  Crawford and Hammond.  Motion carried. 

Motion by Einspahr, seconded by Orcutt to pass Resolution 071116-1, adopting the updated Quad Counties Multi-Jurisdictional Hazard Mitigation Plan.  Voting Aye:  Eddy, Einspahr and Orcutt.  There were no votes against the motion. Absent:  Crawford and Hammond.  Motion carried. 

Motion by Einspahr, seconded by Orcutt to pass Resolution 071116-2, to sell Southern Horizons Addition, Lots 3 and Tract One of Lot 4 by sealed bid with a minimum bid of $11,000.00.  Voting Aye:  Eddy, Einspahr and Orcutt.  There were no votes against the motion. Absent:  Crawford and Hammond.  Motion carried. 

Discussion was held regarding estimate for proposed RV park and shelter with full bathrooms.  Estimated cost was $388,720.93.  It was noted that electrical was not included in estimate.  Will have a complete estimate to review at next meeting.

Village office will be closed Aug. 3-10, 2016.

Motion by Orcutt, seconded by Einspahr to adjourn at 7:06  p.m.

The next regular scheduled village board meeting will be held Monday, August 1, 2016 at 7:00 p.m. at the Fire Hall.  Meeting is open to the public and the public is encouraged to attend.
