Village of Republican City

 

The regular monthly meeting of the Board of Trustees was held on January 4, 2016, at 7:00 p.m. at the Fire Station with Trustees Crawford, Eddy and Hammond present.  Clerk Waldo, Utility Supervisor Whetstine, Ray Jones and John Cyrus were also present. Posted notices in three public places within the village.  Notice of meeting and agenda was given to Trustees in advance. As required by law Chairman Eddy, pointed out the copy of the Opens Meeting Act posted on the wall for public viewing and called the meeting to order.  Proceedings shown were taken while convened meeting was open to the public.

 

Motion by Hammond, seconded by Crawford, to approve the minutes of the last meeting as published   Voting Aye:  Crawford, Eddy and Hammond.  There were no votes against the motion. Absent: Einspahr and Orcutt.  Motion carried. 

 

Motion by Hammond, seconded by Crawford to pay the following bills:

 

GENERAL:  Verizon, $114.11;  UnitedHealthcare, $448.64;  IRS, $140.84;  Harlan County Journal, $102.17;  Frontier, $109.42;  TVPPD, $133.55;  Payroll, $646.51;  Platte Valley Comm., $81.47;  Island, $49.75; 

 

STREET:  UnitedHealthcare, $1713.77; NMC, $62,000.00; TVPPD, $1367.16; Island, $49.76; 

 

WATER:  TVPPD, $116.16; USPS, $35.00; NE Public Health Env Lab, $15.00; Island, $49.76; 

 

WASTEWATER:  IRS, $921.22; USPS, $35.00; Payroll, $3049.48;  Island, $49.76; 

 

Voting Aye:  Crawford, Eddy and Hammond.  There were no votes against the motion. Absent: Einspahr and Orcutt.  Motion carried. 

 

RECEIPTS:  Continental Western, $4000.00;  Harlan County Treasurer, $454.23;  State of NE, $7350.61;  TVPPD, $3047.95;  Tobacco License, $10.00;  Utility Billing, $8858.21;  Int Inc- CD, $92.75;  Int Inc- ckg, $43.95.

 

Treasurer’s report was read and approved.

 

Motion by Crawford, seconded by Hammond to open the 1 & 6 Year Street Hearing at 7:04 pm.  Voting Aye:  Crawford, Eddy and Hammond.  There were no votes against the motion. Absent: Einspahr and Orcutt.  Motion carried.  Larry Steele with Miller & Associates was present to discuss the  1 & 6 Year Street Plan.  Current plan is maintenance only.  No comments or questions from the public.  Motion by Crawford, seconded by Hammond to close the 1 and 6 Year Street Hearing at 7:30 pm.  Voting Aye:  Crawford, Eddy and Hammond.  There were no votes against the motion. Absent: Einspahr and Orcutt.  Motion carried.  Motion by Hammond, seconded by Crawford to pass Resolution 010416-1.  Voting Aye:  Crawford, Eddy and Hammond.  There were no votes against the motion. Absent: Einspahr and Orcutt.  Motion carried. 

 

Motion by Hammond, seconded by Crawford to bring Building Permit for 103 Berrigan Road from the table.  Voting Aye:  Crawford, Eddy and Hammond.  There were no votes against the motion. Absent: Einspahr and Orcutt.  Motion carried.  Motion by Hammond, seconded by Crawford to deny the building permit for 103 Berrigan Road due to proximity to overhead power lines.  Voting Aye:  Crawford, Eddy and Hammond.  There were no votes against the motion. Absent: Einspahr and Orcutt.  Motion carried. 

Motion by Crawford, seconded by Hammond to approve the building permit for 227 Center Ave.  Voting Aye:  Crawford, Eddy and Hammond.  There were no votes against the motion. Absent: Einspahr and Orcutt.  Motion carried. 

 

Discussion was held regarding building a possible RV Park to the west of the Basketball court/ Theater.  Sketches of the area were reviewed.  Larry Steele with Miller and Associates advised that they would be able to help with this project and playground/ shelter house project.  Mr. Steele will have the appropriate person from Miller and Associates contact Clerk Waldo.

 

Keith’s Report- the switches at the wells keep shutting off, causing loss of water pressure in town.  Will have it looked at.  New Grader has been received.  Clerk Waldo will look into a security camera and also contact ADT for a bid.

 

Harlan County Health System Foundation would like to hold a Town Hall meeting in the Fire Hall.  Motion by Crawford, seconded by Hammond to allow the Harlan County Health System Foundation to use the Fire Hall for a Town Hall meeting.  Voting Aye:  Crawford, Eddy and Hammond.  There were no votes against the motion. Absent: Einspahr and Orcutt.  Motion carried. 

 

Motion by Hammond, seconded by Crawford to adjourn at 7:41 p.m.

 

The next regular scheduled village board meeting will be held Monday, February 1, 2016 at 7:00 p.m. at the Fire Hall.  Meeting is open to the public and the public is encouraged to attend.
