Village of Republican City
The regular monthly meeting of the Board of Trustees was held on February 1, 2016, at 7:00 p.m. at the Fire Station with Trustees Eddy, Einspahr, Hammond and Orcutt present. Clerk Waldo, Utility Supervisor Whetstine, John Cyrus, Zach Shriver and Ray Jones were also present. Posted notices in three public places within the village. Notice of meeting and agenda was given to Trustees in advance. As required by law Chairman Eddy, pointed out the copy of the Opens Meeting Act posted on the wall for public viewing and called the meeting to order. Proceedings shown were taken while convened meeting was open to the public.
Motion by Hammond, seconded by Orcutt, to approve the minutes of the last meeting as published Voting Aye: Eddy, Einspahr, Hammond and Orcutt. There were no votes against the motion. Absent: Crawford. Motion carried.

Treasurer’s report was read and approved.
Representatives from the Harlan County Health System Foundation were unable to attend due to the snowstorm. Agenda item will be placed on March agenda.
Discussion was held regarding Zach Shriver’s request to allow chickens in the village. Current ordinances do not allow for domestic poultry. Motion by Hammond, seconded by Orcutt to deny the request to allow Zach Shriver to have chickens in the village due to being specifically prohibited by Ordinance 1. Conditional Use Permit would be the next step. Clerk Waldo will get the necessary information and steps to Zach Shriver.
Bids were received and reviewed for trash removal from South Central Sanitation and Reed Disposal. Ron Latter and Marc Reed were unable to attend due to the snowstorm. Motion by Orcutt, seconded by Einspahr to hold a special meeting on February 8, 2015 at 7:00 pm in the Fire Hall to discuss the trash removal bids. Voting Aye: Eddy, Einspahr, Hammond and Orcutt. There were no votes against the motion. Absent: Crawford. Motion carried.
Discussion was held regarding the proposed RV Park. A drawing from Miller & Associates was reviewed. Comments were heard from the public. Keith will review drawing and further discussion will be held at March meeting.
Discussion was held regarding the need for emergency snow routes. Plowing is difficult on main streets due to cars parked on the street. Further discussion will be held and an ordinance prepared to designate Truman, Berrigan, 2nd Street and the Shopping Center parking lot as snow emergency routes.
Letter was received from a resident wanting to purchase 20 feet of village property adjoin the resident’s property at 101 Third St. An offer of $0.29/sq. foot was made. Further discussion will be held at March meeting.
Motion by Hammond, seconded by Orcutt to adjourn at 7:39 p.m.
The next regular scheduled village board meeting will be held Monday, March 7, 2016 at 7:00 p.m. at the Fire Hall. Meeting is open to the public and the public is encouraged to attend.
