Village of Republican City

 

The regular monthly meeting of the Board of Trustees was held on August 1, 2016, at 7:00 p.m. at the Fire Station with Trustees Crawford, Eddy, Hammond and Orcutt present.  Clerk Waldo, Utility Supervisor Whetstine, Shirley Valentine, Jeanette Pichler, Marcy DeJonge and Dennis Hall were also present. Posted notices in three public places within the village.  Notice of meeting and agenda was given to Trustees in advance. As required by law Chairman Eddy, pointed out the copy of the Opens Meeting Act posted on the wall for public viewing and called the meeting to order.  Proceedings shown were taken while convened meeting was open to the public.

 

Motion by Orcutt, seconded by Crawford, to approve the minutes of the last meeting as published   Voting Aye:  Crawford, Eddy, Hammond and Orcutt.  There were no votes against the motion. Absent:  Einspahr.  Motion carried. 

 

Motion by Hammond, seconded by Orcutt to pay the following bills:

Treasurer’s report was read and approved.

 

Motion by Hammond, seconded by Crawford to approve the request for an additional 1% increase in restricted funds in 2016-2017 fiscal year budget.  Voting Aye:  Crawford, Eddy, Hammond and Orcutt.  There were no votes against the motion. Absent:  Einspahr.  Motion carried. 

 

Motion by Crawford, seconded by Orcutt to approve Resolution 080116-1 to determine the preliminary levy allocation of $49,000.00.  Voting Aye:  Crawford, Eddy, Hammond and Orcutt.  There were no votes against the motion. Absent:  Einspahr.  Motion carried. 

 

Ordinance 292 was read by title:  AN ORDINANCE OF THE VILLAGE OF REPUBLICAN CITY, NEBRASKA VACATING CENTER AVENUE BETWEEN LOT 8, BLOCK 9 AND LOT 1, BLOCK 14 OF THE VILLAGE OF REPUBLICAN CITY, NEBRASKA AND ORDERING PUBLICATION OF THE ORDINANCE IN PAMPHLET FORM;  TO REPEAL ALL ORDINANCES IN CONFLICT WITH THIS ORDINANCE;  AND TO DECLARE AN EFFECTIVE DATE.  Motion by Hammond, seconded by Orcutt to suspend the rule requiring 3 separate readings of this Ordinance. Voting Aye:  Crawford, Eddy, Hammond and Orcutt.  There were no votes against the motion. Absent:  Einspahr.  Motion carried.  Motion by Hammond, seconded by Crawford  to approve Ordinance 292.  Voting Aye:  Crawford, Eddy, Hammond and Orcutt.  There were no votes against the motion. Absent:  Einspahr.  Motion carried. 

 

Discussion was held regarding the sale of the previously vacated south end of Center Ave that is undeveloped.  Property owner to the West, Randy Quaife, has expressed interest in purchasing half of the property.

 

One bid was received for the sale of Southern Horizons Addition, Lot 3 and Tract 1 of Lot 4 from Joel Frickey dba Fall River Properties in the amount of $11,000.00.  Motion by Hammond, seconded by Orcutt to accept the bid of $11,000.00 from Joel Frickey dba Fall River Properties.  Voting Aye:  Crawford, Eddy, Hammond and Orcutt.  There were no votes against the motion. Absent:  Einspahr.  Motion carried.   Sale will be finalized with an Ordinance at September meeting.

 

Motion by Hammond, seconded by Orcutt to deny the building permit for 236 Truman Ave as it does not meet the setback guidelines.  Voting Aye:  Crawford, Eddy, Hammond and Orcutt.  There were no votes against the motion. Absent:  Einspahr.  Motion carried.  A Conditional Use Permit application and guidelines will be sent to the property owner. 

 

An association is being organized to clean up the baseball field to use for practice and leagues in the future.  The field has been mowed and sprayed.  The association is asking the village to restore electricity to the sign.  Electrical wires to the sign were previously cut when the new siren was installed.  Keith will contact Twin Valleys to repair line.  Will check with insurance company regarding liability.  Old bleachers will be removed.

 

Discussion was held regarding spraying the village for mosquitoes.  A used sprayer truck may be coming up for sale.  Person spraying must be licensed to do so.  No further action taken.

 

Junk Jaunt will be held September 30, 2016 and October 1-2, 2016.  Discussion was held regarding selling spaces in shopping center parking lot to bring traffic to town.  Motion by Crawford, seconded by Orcutt to rent 20 x 20 spaces in the shopping center parking lot for $20.00 for the 3 days.   Voting Aye:  Crawford, Eddy, Hammond and Orcutt.  There were no votes against the motion. Absent:  Einspahr.  Motion carried.   Marcy DeJonge is the Republican City representative for this event and will be the contact person for reserving spaces.  The village will provide two porta- potties for the 3 day event. 

 

Revised estimate, to include electrical, was received from Miller & Associates in the amount of $428,740.93.  Comments were heard from the public.  This project is in the very early discussion phase.

 

September meeting falls on Labor Day.  Motion by Orcutt, seconded by Crawford to move meeting to September 7, 2016.  Voting Aye:  Crawford, Eddy, Hammond and Orcutt.  There were no votes against the motion. Absent:  Einspahr.  Motion carried. 

 

Village clerk’s office will be closed August 3-10, 2016.  Nuisance letters have been sent.  Security camera has been ordered.  Lightening damage at the water storage tank was below the insurance deductible.  A complaint was received regarding a pontoon on Atkinson that protrudes into the street.  A letter will be sent to have the pontoon moved.

 

Motion by Hammond, seconded by Orcutt to adjourn at 8:05 p.m.

 

The next regular scheduled village board meeting will be held Wednesday, September 7, 2016 at 7:00 p.m. at the Fire Hall.  Meeting is open to the public and the public is encouraged to attend.
