Village of Republican City

The regular monthly meeting of the Board of Trustees was held on April 6, 2015, at 7:00 p.m. at the Fire Station with Trustees Crawford, Eddy, Einspahr, Hammond and Orcutt present.  Clerk Waldo, Utility Supervisor Whetstine, Shirley Valentine, John Cyrus and Sherriff Chris Becker were also present. Posted notices in three public places within the village.  Notice of meeting and agenda was given to Trustees in advance. As required by law Chairman Eddy, pointed out the copy of the Opens Meeting Act posted on the wall for public viewing and called the meeting to order.  Proceedings shown were taken while convened meeting was open to the public.

Motion by Hammond, seconded by Crawford, to approve the minutes of the last meeting as published   Voting Aye:  Crawford, Eddy, Hammond and Orcutt.  There were no votes against the motion. Absent:  Einspahr.  Motion carried. 

Motion by Hammond, seconded by Orcutt to pay the following bills:

Treasurer’s report was read and approved.

2013-2014 Annual audit from Contrman Associates was reviewed.  Motion by Hammond, seconded by Orcutt to approve the 2013-2014 Annual Audit.  Voting Aye:  Crawford, Eddy, Hammond and Orcutt.  There were no votes against the motion.  Absent:  Einspahr.  Motion carried.

Discussion was held regarding the declining number of EMTs on the Republican City Volunteer Fire Department and Alma’s department having to respond to calls.  The village board is aware of the problem.  Sheriff Becker will discuss with the firemen at their next meeting.  Trustee Einsphar entered the meeting during the discussion.

Ordinance 286 was read by title:  AN ORDINANCE OF THE VILLAGE OF REPUBLICAN CITY, NEBRASKA PROVIDING FOR THE SALE OF CERTAIN REAL PROPERTY AND TO PROVIDE AN EFFECTIVE DATE.  Motion by Hammond, seconded by Orcutt to suspend the rule requiring 3 separate readings of this Ordinance.  Voting Aye:  Crawford, Eddy, Hammond, Orcutt and Einspahr.  There were no votes against the motion.  Motion carried.  Motion by Hammond, seconded by Orcutt to approve Ordinance 286.  Voting Aye:  Crawford, Eddy, Hammond, Orcutt and Einspahr.  There were no votes against the motion.  Motion carried. 

Ordinance 287 was read by title:  AN ORDINANCE OF THE VILLAGE OF REPUBLICAN CITY, NEBRASKA PROVIDING FOR THE SALE OF CERTAIN REAL PROPERTY AND TO PROVIDE AN EFFECTIVE DATE.  Motion by Hammond, seconded by Orcutt to suspend the rule requiring 3 separate readings of this Ordinance.  Voting Aye:  Crawford, Eddy, Hammond, Orcutt and Einspahr.  There were no votes against the motion.  Motion carried.  Motion by Hammond, seconded by Orcutt to approve Ordinance 287.  Voting Aye:  Crawford, Eddy, Hammond, Orcutt and Einspahr.  There were no votes against the motion.  Motion carried. 

Motion by Crawford, seconded by Einspahr to approve the building permit at 107 West Avenue.   Voting Aye:  Crawford, Eddy, Hammond, Orcutt and Einspahr.  There were no votes against the motion.  Motion carried. Motion by Crawford, seconded by Einspahr to approve the building permit at 232 Truman.   Voting Aye:  Crawford, Eddy, Hammond, Orcutt and Einspahr.  There were no votes against the motion.  Motion carried.

Discussion was held regarding banning fire pits due to dry conditions.  It is the responsibility of each homeowner to determine if the conditions are favorable and to be responsible for their pit.

Proposal for street improvements from Tri-State Paving was reviewed and discussed.  Motion by Hammond, seconded by Crawford to decline the proposal at this time and re-review the street conditions next year. Voting Aye:  Crawford, Eddy, Hammond, Orcutt and Einspahr.  There were no votes against the motion.  Motion carried.

Discussion was held regarding a Community Building and using the old school house.  Because the Harlan County Dam Playhouse (HCDP) has a lease with the village for the old school house, we cannot use that as a community building.  If someone would like to use the space, they can contact the HCDP.

Discussion was held regarding new playground equipment, basketball hoops, shelter house with picnic tables and bathrooms in the park.  Clerk will research available grants and report back at next meeting.

Discussion was held regarding a Special Designate Liquor License (SDL) for The Island on May 22-24, 2015 and July 3-5, 2015.  There were no comments from the public.  Motion by Crawford, seconded by Einspahr to approve the SDL for The Island on May 22-24, 2015 and July 3-5, 2015.  Voting Aye:  Crawford, Eddy, Orcutt and Einspahr.  There were no votes against the motion.  Abstain:  Hammond.  Motion carried.

Motion by Einspahr, seconded by Orcutt to re-hire Kathy Whetstine as seasonal help at $11.00/hour.  Voting Aye:  Crawford, Eddy, Hammond, Orcutt and Einspahr.  There were no votes against the motion.  Motion carried.

Reminder that meetings in May through August are held on Wednesday at 7:00 pm.  Speed bumps will be placed.

Motion by Hammond, seconded by Orcutt to adjourn at 7:52 p.m.

The next regular scheduled village board meeting will be held Wednesday, May 6, 2015 at 7:00 p.m. at the Fire Hall.  Meeting is open to the public and the public is encouraged to attend.
