Village of Republican City

 

The regular monthly meeting of the Board of Trustees was held on April 4, 2016, at 7:00 p.m. at the Fire Station with Trustees Crawford, Eddy, Einspahr, Hammond and Orcutt present.  Clerk Waldo, Utility Supervisor Whetstine, Shirley Valentine and Dan and Josie Kelly were also present. Posted notices in three public places within the village.  Notice of meeting and agenda was given to Trustees in advance. As required by law Chairman Eddy, pointed out the copy of the Opens Meeting Act posted on the wall for public viewing and called the meeting to order.  Proceedings shown were taken while convened meeting was open to the public.

 

Motion by Orcutt, seconded by Einspahr, to approve the minutes of the last meeting as published   Voting Aye:  Crawford, Eddy, Einspahr, Hammond and Orcutt.  There were no votes against the motion. Motion carried. 

 

Motion by Hammond, seconded by Crawford to pay the following bills:

 

GENERAL:  State of NE, $534.57;  Verizon, $115.15;  UHC, $490.52;  IRS, $139.88;  Easter Egg Hunt, $40.00;  TVPPD, $426.66;  Harlan County Journal, $66.33;  Payroll, $634.42;  Frontier, $109.60;  Harlan County Treas., $690.50;  Holdrege Commercial Sewer, $380.00;  Event Pros, $150.00;  Island, $36.75;  Contryman Assoc, $3600.00;  Trustworthy, $41.90;  One Call Concepts, $3.03;  Doug Walker, $36.00.

Voting Aye:  Crawford, Eddy, Einspahr, Hammond and Orcutt.  There were no votes against the motion.  Motion carried.

 

RECEIPTS:  State of NE, $4001.70;  TVPPD, $3138.99;  Harlan County Treasurer, $1311.54;  Easter Egg Hunt Donations, $1154.75;  Customer Receipts, $7921.73;  Int Inc- CD, $47.36;  Int Inc- ckg, $48.86.

 

Treasurer’s report was read and approved.

 

Motion by Hammond, seconded by Einspahr to pass Resolution 040416-1, supporting the building of a new clinic in Alma.  Voting Aye:  Crawford, Eddy, Einspahr, Hammond and Orcutt.  There were no votes against the motion.  Motion carried.

 

Discussion was held regarding liquor license for GAK Enterprises, LLC.  Motion by Crawford, seconded by Einspahr to approve the liquor license for GAK Enterprises, LLC.  Roll Call vote- Hammond: Nay, Orcutt:  Nay, Crawford: Aye, Einspahr: Aye and Eddy: Nay.  Motion did not pass.

 

Discussion was held regarding building permit for 30 Circle Drive.  Motion by Einspahr, seconded by Crawford to approve the building permit for 30 Circle Drive with the following conditions: the fence on the northeast side of the building was far enough to the south that it could be over 48” tall and sign must be located within the property lines and could not be placed on village right of way.  Voting Aye:  Crawford, Eddy, Einspahr, Hammond and Orcutt.  There were no votes against the motion.  Motion carried.

 

Discussion was held regarding the proposed RV park, shelter house and playground.  Sewer and water connections have been mapped.  Will request a cost analysis from Miller and Associates to include a shelter house with bathrooms and showers.  Budget allotted for analysis is $1000.00.

 

Discussion was held regarding request to purchase a portion of village property adjacent to 101 3rd Street at $0.29/sq foot.  Motion by Orcutt, seconded by Crawford to sell entire section for $0.29/sq foot.  Voting Aye:  Crawford, Eddy, Einspahr, Hammond and Orcutt.  There were no votes against the motion.  Motion carried.  Letter will be sent to property owner at 101 3rd Street.

 

Motion by Crawford, seconded by Einspahr to rehire Kathy Whetstine for seasonal help at a rate of $11.50/hour.  Voting Aye:  Crawford, Eddy, Einspahr, Hammond and Orcutt.  There were no votes against the motion.  Motion carried.

 

Motion by Hammond, seconded by Orcutt to change the May 2, 2016 meeting time to 6:00 pm.  Voting Aye:  Crawford, Eddy, Einspahr, Hammond and Orcutt.  There were no votes against the motion.  Motion carried.

 

Sewer main on West was partially cleaned out due to blockage.  Remainder will be cleaned out also.  Jack Mullins will be contacted to give a proposal for street repairs.  Speed bumps will be installed in May.

 

Easter Egg Hunt was a huge success!  Thank you to all the volunteers and those that donated money.  Village office will be closed May 21, 2016- May 27, 2016.

 

Motion by Hammond, seconded by Orcutt to adjourn at 7:56 p.m.

 

The next regular scheduled village board meeting will be held Monday, May 2, 2016 at 6:00 p.m. at the Fire Hall.  Meeting is open to the public and the public is encouraged to attend.
